Landlord and tenant disputes used to be resolved in the Courts.
The Court process was formidable, time consuming, procedurally inefficient and dependent upon accurate evidence being properly presented.
The Private Residential Tenancies Board was established under the Residential Tenancies Act 2004 to overcome the antiquated procedures of bygone times. Unfortunately while the idea was correct the opportunity has been missed. It is less formal but there the good news ends. It is riddled with procedure, understaffed, cumbersome and extremely slow.
A brief observation and resume of the legislation is set out in this commentary.
